都昌成功侦破一起严重交通肇事逃逸案

2020年12月6日6时50分，县公安局指挥中心接警服务台接到报警：在我县都中公路阳峰乡竹林村鹧鸪塘路段，一名昏迷的伤者趴倒在道路南侧路边。接警后，指挥中心立即指派辖区三汊港派出所值班民警前往现场处置。派出所民警到达现场后，随即“120”救护车也赶到现场，将伤者送往县中医院急救。经民警初步勘查，怀疑是交通事故案件，并及时将案件移交三汊港交管中队。该中队民警经过现场勘查，初步确定案件性质为交通肇事逃逸案，并立即上报大队值班领导，启动逃逸事故侦破机制。</span></section><section 根据现场勘查情况，县交管大队三汊港中队民警通过技术手段，确定了伤者身份，并迅速找到伤者家里，在距案发现场大约600米路边的一个村庄，见到了伤者的父亲。据伤者父亲介绍，他儿子沈某生，61岁，有晨练的习惯，每天大约6点钟出门。与此同时，医院的检查结果显示：伤者颅脑损伤、颅内出血，生命垂危。</span></section><section style='text-align: 围绕这一案件，三汊港中队民警对案发现场周边的监控视频进行了一次全面摸排。很快，一辆白色三轮电动车引起民警的注意，该车经过事故现场的时间大约是6点28分，时间吻合，而且该车右侧后视镜缺失。于是办案民警分头行动，一组继续视频侦查；另一组在案发地附近的大沙乡、阳峰乡、三汊港镇、西源乡，深入各村走访摸排，寻找嫌疑车辆。然而，嫌疑车辆就像人间蒸发了一样，监控上看不到，走访调查也没人见过，案件陷入僵局。</span></section><section 12月7日清晨6时许，距案发已过去24小时，办案民警再次调取监控视频，这一次又有新的收获，监控视频显示嫌疑车辆往大沙镇茅铺村方向行驶。三汊港中队留下两名值班人员，其余民警兵分两路，对茅铺村各自然村展开拉网式搜索。下午17时许，经过一天的搜索，最终发现嫌疑车辆。经询问，该车驾驶人在事发时间段确实经过了事发地点，但是他经过的时候已经出了交通事故。通过现场对该车后视镜进行查验，也没有发现更换的痕迹，监控中看到该车后视镜缺失，应该是由于光线和像素问题的误判。但根据该车驾驶人的陈述，可以确定案发时间在6点28分之前。医院那边，伤者已做了开颅手术，目前仍在重症监护室，处于昏迷状态。</span></section><section 为了尽快破案、找出真凶，县交管大队向分管局领导汇报，请求县局刑侦及指挥中心协助破案。12月8日上午，“20201206交通事故逃逸案案情分析会召开，会议通报了前期调查情况，并成立专案组，安排部署下一步侦破方向和措施。会议结束后，专案组成员分成三组：一组赶赴案发现场，对现场及周边监控视频进行再一次摸排；另一组带着现场散落物到车辆销售、维修店铺进行走访调查；第三组继续利用信息化勤务平台，对案发时间段前后三天的过往车辆进行排查、分析研判。下午15时30分许，第三组侦查人员反馈一条重要信息：一辆红色三轮电动车在事发时间段经过案发现场，且有后视镜缺失情况。民警已通过技术手段确定了该车车主的身份信息及住址。</span></section><p><br></p><section 办案民警迅速驱车赶往该车车主住处，在当地村干部的协助下，找到车主家中。车主见村干部带着一群警察来到家中，产生了一定的抵触情绪。在民警询问其家中是否有一辆三轮电动车时，她闪烁其词，称电动车平时是丈夫骑行；进一步询问其丈夫及电动车的去向时，她称丈夫骑摩托车出门做事了，电动车锁在她家另一个房子里。车主的孙子拿着钥匙打开了另一间房子的大门，当大门推开时，那辆后视镜缺失的红色三轮电动车就映入办案民警的眼中。在等待嫌疑人的过程中，民警反复查看该车，确认无误。下午16时，嫌疑人吴某荣回到家中，见到民警后，便将事故情况一一如实交代。</span></section><section 经查，2020年12月6日清晨6时许，吴某荣驾驶“九江临时7P122”三轮电动车，从大沙乡太阳村吴济湾村家中出发，准备前往三汊港镇三汊港中学接孙女放学回家。当车辆行驶至都中公路阳峰乡竹林村鹧鸪塘路段时，将晨练的沈某生撞倒在地，当场驾车驶离现场。</span></section><section style='text-align: justify;line-height: 2em;'><span style='font-size: 17px;'> 至此，20201206交通肇事逃逸案成功告破，伤者目前仍在医院救治，嫌疑人吴义荣因交通肇事逃逸，已被公安机关行政拘留，案件正在进一步侦办中。正所谓“天网恢恢、疏而不漏”，发案后的最正确方式就是及时报警、救治伤者。</span></section></section></section></section><section
